Just up the line a couple crossings:
Busy highway crossing? Doesn't matter. We're too lazy to put the signals there in service.

"BARRERA FUERA DE SERVICIO" ---> Barrier out of service

Take a look at this one, it doesn't even have lights!

Is it possible that this line is abandoned?

EDIT: Followed the line some more. Found where thee was going to be/were signals at a crossing based on the gutted relay case I found at it.

Do they even have regulations (like the FRA here) in Mexico?

Yet you go a few crossings further and there's another set of out of service cantilever/gate combos. Doesn't make any sense.

That is very strange, maybe they don't have many laws for their grade crossings in Mexico?
