Strange giant crossbucks in Mexico

I did some street view searches in Mexico and I found these strange giant crossbucks

Just up the line a couple crossings:
Busy highway crossing? Doesn't matter. We're too lazy to put the signals there in service.

Is it possible that this line is abandoned?

EDIT: Followed the line some more. Found where thee was going to be/were signals at a crossing based on the gutted relay case I found at it.

Do they even have regulations (like the FRA here) in Mexico?

That is very strange, maybe they don't have many laws for their grade crossings in Mexico?
