My guess is that it's supposed to be referencing the gated signals that used to be there (for a fairly short amount of time, it appears), but were removed for some reason when the road got redone there.

Nice catch. UP has been known to store cars up to their end-of-track (prior to 2012 or so, CN's ex-WCL/FRVR portion of the line was still intact from there to Manitowoc, they then abandoned everything south of Newton but I believe there's no longer any traffic in Newton, either) but obviously as of that September 2021 Street View it hadn't happened in a while.

Coincidentally, I was just asking about that spot on Facebook today, because it looks like the switch at the red board was left set for the siding that's west of the main; and on the aerial views you can see that it's double-ended and passes through two long metal buildings. I was told it was a place called Heresite Chemical; that used to do protective coatings for tank cars.

There's a listing for them in the downtown area. I wonder if that location was a remote workshop or maybe where they got their start?
