I'm thinking with the design of those older cantilevers, those huge 12 x 24 frames would not fit. That was their work-around. There is a cross brace angling across if you look in this image:

In addition, since the gates are mounted directly to the cantilever, this will help keep the gate from hitting the lights.

Actually that is a very old signal. There are quite a few of those still in service in the northeast I believe. They were designed that way originally due to the wishbone gates I believe.

Plenty of examples of 12" x 24" lights being mounted to that design of cantilever without the extra drop-bar.
