I am also a aviation lover too besides a crossing lover , so I actually know about their purpose. I just thought the location was kind off awkward. Too me, It will look better If they install them on a separate pole near the signal. Nice observation, sorry if I get of the signal topic, but the pole is near the cantilever. So if the plane lands, the pilot doesn't need multiple lights to close to each other. Makes sense. Would just think they would have chosen to put the light on the streetlight, versus the cantilever.
