I'd say it is. Sometimes buildings may not receive censorship on Earth View that would be censored in regular Street View.

Kind of looks like it is raining pretty hard over there.
It isn't rain but it does look a lot like a wall cloud!

This is as close as I could get.
They probably turned of the camera and put a tarp over it or something like that so the camera wouldn't get wet.
This must have been taken right before they turned the camera off, looks like it was a really heavy downpour!
You can even view them as they were pulling off road!
