I think the MAX light rail system likes to use those signals. Maybe those signals were installed by the city of Portland? Those crossings are also close to the Oregon Rail Heritage Center.

It's worth noting that each signal uses a set of 4 WCH LED gate lights, and a pedestrian speaker on top.

I wonder if the speakers make an announcement just like the ones used at intersections.

I was thinking about it. No one has covered Washington state in detail pretty much. The only crossings I could find are in southern Washington.
