Indicative that the line is out of service. This Vader signal is turned perpendicular to the tracks:

Not everyday you see Vader signals on an out of service line, looks like it went out of service quite recently as the tracks don't look that rusted. Seems like that is kind of a common theme with numerous Canadian related posts here along with observations I've made while browsing Google Streetview.

Another thought could be that the signals were brand spankin' new and just not fully operational as well.

Yep. Follow the line further East. Lots of signal upgrades during the 2014-2015 time frame to gated signals at crossings and the Vaders. Seems it takes that railroad a long time to completely finish the installs as well.
Case in point - This crossing appears to have taken about a year to complete.

I agree with the upgrade part. Both crossings have places for the new relay box in the works. The new signals (without gates) where probably just hooked up to the old relay cabinet. Seen that happen before.
