I guess this is one way to fashion a pedestrian gate and not install an actual mech.

Looking at older Street View imagery, it used to have a more standard ped gate attached to the gate mech:

My guess is that the original counterweight arm for the ped gate must've gotten damaged beyond repair somehow, and that's how NS decided to fix it. Looks like the road and sidewalk got redone there slightly sometime between 2018 and 2023 (when the replacement ped gate first appears on street view), and I wouldn't be too surprised if that's when/why the original one got damaged.
