San Jose Rotating Banner
I found a nice pic of a San Jose Rotating Banner from 1968. The signal across the street is a counterweight gate mechanism. If you look closely, it appears either the gate was not installed yet or even broken off.

I doubt it was installed. Most times from what I've seen, the gate is the last to go up.

Does that signal across the tracks even have lights on it yet? Could be my eyes playing tricks on me... but it sure doesn't look like it.
