Surprised there is no gate on our side of the road, from that lone signal.
The cantilever should have GREEN through-arrows and RED turn arrowso thathrough-traffic is not stopped.

In addition to the crossing signals, I would have GREEN through-arrows so thatraffic noturning is not stopped.
Only the lefturning vehicles and righturning vehicles need to stop. They should have RED turn arrows just to prevent any confusion.
Unfortunate thathe southwest-bound through-traffic may be halted behind stopped righturning vehicles. Would be nice if they could make a righturn only lane.

Here's what the MUTCD 2009 says in section 8C.09:

Option:
01 Traffic control signals may be used instead of flashing-light signals to control road users at industrial highway-rail grade crossings and other places where train movements are very slow, such as in switching operations.

Standard:
02 The appropriate provisions of Part 4 relating to traffic control signal design, installation, and operation shall be applicable where traffic control signals are used to control road users instead of flashing-light signals at highway-rail grade crossings.

03 Traffic control signals shall not be used instead of flashing-light signals to control road users at a mainline highway-rail grade crossing.
