I'm not an avid reader of the MUTCD, so I'm curious what makes that illegal. It it from the lack of a flashing light signal on the right side of the right turn lane? I'm guessing then that when the setup was installed, the gated signal with the flashing light signals was meant to guard or signal the east bound lane, but also the right turn lane. Almost as if it were acting like it had two gates to protect on both sides.
Anyone know the history of this line? For instance, I've seen quite a few historical photos showing Rock Island crossings... and many of them placed signals and crossbuck signs in the opposite quadrants of the crossings. And then there's also the Monon line photos that would show only one set of flashing lights and sometimes only one double sided crossbuck.
