No Streetview since that is quite the rural area... but I believe those satellite views are from this year. Stands out like a sore thumb.

They've added streetview from October of 2013, and it was still there when they went through:

The Central Railroad of Indianapolis is a Class 3 railroad so if this crossing was owned by a class 1 railroad, regular crossing signals probably would have been installed.

Not necessarily true. When CN removed the wig wags at Epworth and Peosta, IA... the crossings were downgraded to passive with only crossbucks. And we're talking a line that was upgraded to 50mph traffic. (re: Dan's Wigwag site)
