The lights were position to be visible around the mast so it looks derpy(in my own words).

Having pedestrian signals at a crossing seems like an Australian way of having a crossing:

I wouldn't be surprised to find out that the remaining signal doesn't even work either.
Also, the lenses were yellow and not red, so I think they probably used to flash 24/7, but are now out of service:

Agreed. There is no railroad "control box" at the crossing. All that would have been needed to make those flash 24/7 is a simple flasher module which if I had to guess is probably on this telephone pole under the electric meter:

Actually, that just appears to be a standard disconnect.
The flasher appears to have been located under the lower light on each "signal":
