I think maybe because if side lights were put on the cantilever, they would be to far away from the road for anyone to see clearly.

It ain't so weird, but kind of.
I'm guessing it's supposed to mimic the signal on the other side of the street... although it is missing the light up "no left/right turn" sign.

Another one back in my second hometown of Charlotte NC, What happened here to these cantilevers? Only top lights but not the ones on the bottom. And were the heck are the gates?

As much as I can actually drive and go see that signal in person, it's in a bad neighborhood :Sad:
