I was chatting with a CSX signal maintainer for this line, and it turns out that the bell at Arnold Street was just a pet project of his. He also re-installed the Type-1 that was at the crossing over at Phelan Road to replace a dead Safetran Type-3 e-bell there.
According to him as well, CSX is also using the General Signals e-bells again.

I still saw NEG e-bells being installed at new CSX upgrades/installs as recent as last year, but I guess it must be this year that they went back to GS.
