I think I read somewhere where they were having issues with soil contamination of something to that effect.
If you can find that, that would be awesome. I love junk like this - projects planned but never built

It was actually in the comments on the YouTube video I posted. Tried doing some of my own Google searching about it, but didn't have much luck.

I did some web-investigating. Across the tracks, the town wants a developer to build houses. When they get a developer to build houses, then they will build the road. However, nobody has agreed to build houses. The site is contaminated with lead and zinc from a prior industry on the site, and this may be scaring away builders.

Presumably, this used to be a private crossing. At some point, the road was ripped up, but the crossing signals left behind! As shown in this shot, the crossing is active and a train is passing through. https://www.google.com.au/maps/@-34.887 ... 312!8i6656

It might have been easier to lay the lines between the relay case and the signals, if I had to guess.
It could be possible that the signals were disconnected in the 2013 imagery, even though they were still standing.

Here's one in Trafalgar, VIC. This crossing was closed in 1996 when the nearby Princess Highway was duplicated. The crossing was replaced with a new one further east as the duplication would of lead no room for traffic entering the highway to give way without stopping on the tracks.
