Non functioning is my guess. Looks like it is supposed to have another light above the sign as well.

Looks like the top one was the only one that worked. The signal flashing reguardles if there is a train or not.

Nice find! Its probably cheaper to just get the lights,bells and crossbuck without buying light brackets and build their own masts.

The old signals are on the UP line in San Diego. And the new signals are on the MTS line.

That would be awesome... I'd like to see a video or two of how the crossings operate.
