Pretty neat little mining railroad there. That appears to be their only crossing.
Based on the rust and plants though, I'd say the crossing doesn't get much use.
I wonder who made those lights though...

Exempt only means that school buses and hazardous materials carriers are not required to stop at those tracks. Often, it's placed on crossings where there is a high number of rear-end collisions involving a vehicle that was stopped for the crossing (bus, haz-mat vehicle). Exempt status is placed a lot of times on dead & out-of-service crossings, but that's not the only place they are used (was it ever the intent?)

Did you notice between your two posts (active shot in 2011 to the newer shot in 2014) it gained a pedestrian gate?

They put the e-bell for this side on that gate and not on the main signal.
