Back when I lived in Illinois... I got caught at the crossing the train is occupying (Eldorado St / US 36). Those trains are usually switching, and move VERY slow, so your theory is most likely correct.

Nope... I believe it did. My guess is that it is a recycled signal and they just removed the front lights. Check out what used to be here:

Also, this crossing appears to be an original WABCO install with the original WABCO mechanical bells! Though it looks like the US&S/WABCO lights have LEDs in them.

Coll older signal & relay case though. And panning to the right just a bit, I LOVE the font on that stop sign! Strangely, the other approach has a yield sign with a itty-bitty stop sign below:
