Back when I lived in Illinois... I got caught at the crossing the train is occupying (Eldorado St / US 36). Those trains are usually switching, and move VERY slow, so your theory is most likely correct.

This is a nice old cantilever signal, but why does it have two e-bells on it?

Coll older signal & relay case though. And panning to the right just a bit, I LOVE the font on that stop sign! Strangely, the other approach has a yield sign with a itty-bitty stop sign below:
