I wouldn't say it is a waste of money. They help keep the traffic flowing.

Looks like this two-color traffic signal is now being used as a traffic signal beacon in Madawaska, Maine.

My guess for the meaning of the sign on it is that when it is lowered drivers must honk their car horns for someone to raise it and the speed is 15mph. Still pretty strange though... Maybe it is a private road beyond that gate.
