My guess for the meaning of the sign on it is that when it is lowered drivers must honk their car horns for someone to raise it and the speed is 15mph. Still pretty strange though... Maybe it is a private road beyond that gate.

Looks like there's some long-dead industry there, with the parking lot having been on the opposite side of the road from the building. It was also likely originally a private road back when the industry still operated, but that doesn't seem to be the case now.
