Line must not get much use, if CSX felt they could safely downgrade it to a gateless install when converting it to two-way...

Yea, I'm pretty sure I mentioned that fact...
AFAIK, Some quick FRA research shows the line is used 3 times a week, (Same compared to Fowler Avenue in Tampa) So i'd say the upgrade was nessecary.

The second track where the switch is was OOS anyway.

Just as I suspected, and I could tell the second track was dead, as the switch had been removed.

Willing to bet CSX wouldn't have done anything had the road not gotten converted to carry two-way traffic.
