Looks like an access road for CSX. I'm sure they're not worried about the lights.
Here's a video of the teardrop crossing in action... and you can hear the first crossing's bell in this video too. This video also shows some sort of short in the gate lights on the signal on the far right. Watch the gate lights closely starting at about the 1 minute mark:
That is the first time I've seen a modern no left/right turn signal. I did not know that they were still being made. Kind of odd that they were alternating.
