Probably trying to keep vehicles (trucks especially) from going into the drainage ditch there.

Looks like someone hit the pole, which knocked it into the lights.

Sure must be a busy crossing, nice to see the new pole and the lights fixed. It's interesting how GSV went for 3 years between visits, then came past twice in 2 months.
