Seeing the "App" plate tells me that this is a fixed Approach signal (also called a distant signal).

Brings up a good question... if the town does really flood that bad, you would think it would destroy the signals themselves... along with the track wiring and all that. I guess the equipment in the relay box is the most expensive part?

Just have to wonder if the lights have been underwater at some point and survived.

The "before signals" (could not think of a different term) are old incandescent signals while the signals at the intersection are modern L.E.D signals. There is also a blackout signal here which is something that I've not seen on this kind of setup before.

Not necessarily. It's a spur line, which means it doesn't receive much usage, hence the crossbucks only.
