Just found a video of this crossing in action, it appears at least some of the bells remain active when the gates are down, but shut off when the gates begin to rise:

The signal on the other side of the crossing is a big contrast from that signal.

Willing to bet that newer signal is a result of an older signal being mowed down. Look at the condition of the barrier around it.

Yes to possibly being knocked down, but no to the barrier/mowing.
