Crossings that are close to intersections are not uncommon in Michigan therefor so are Preemption signals but every now and then there are some that for some reason are very far from the intersection, I've always thought it was weird. Although I think the crossing that you found has Preemption signals even though it is so far from the intersection may have to do with the crossing being close to entrances for retail parking. If I had to guess, these signals serve the line right there and go red when there's a train on them. Either that, or they're tied to the light up ahead, and changes to red before the main light to prevent stopped traffic on the tracks.
