Camera was folded up but still taking pictures for some reason. The blurring seen is used to obscure the car the camera's mounted to, and is always placed at the "bottom" of the pictures. However, since the "bottom" was the front of the car, this happened.

Probably both (fire damage leading to a structural collapse).
Many brick buildings, especially older 20th century ones, are held up by wood, and we all know how wood handles fire. :Tongue1:
