Personally... traffic is more prone to stop for a red traffic light than they are for a crossing signal (as we all well know). So, I think having crossing signals in addition to traffic lights on a rarely used line is a bit of overkill... such as on the link you posted. Actually, that's the rare Westinghouse version!
