This road (Macarthur Blvd) was just extended about 2 miles from the south edge of town to Interstate 72. The road has been open since September of 2010. There are 2 intersections that techincally do not exist yet as the crossroads to Macarthur have not been extended yet. These intersections are fully signalized and THE LIGHTS ARE TURNED ON! I have read that it could be 3 to 4 years before the intersections are actually completed.
There is no Streetview yet... but here is a sattelite picture where you can see the signals that constantly stay green 24 hours a day:
I have already noticed that some of the LED's in these lights are starting to fail. What a complete waste of money and electricity! I can understand actually installing the lights while they were building the road, but they should be bagged and shut off until they are actually needed.

Signals that aren't in use (in any way, shape, or form) have to be covered or turned away from the road by law here in the US, unless it's for circumstances outside of the municipality's control (like power failure), IIRC.

Maybe the signals weren't wired up yet? The signals were new installations, Notice the World Famous Gold & Silver Pawn Shop?
They got the idea from this junction. The signals were removed in 2014 when they decided the old road that you came in and out to the hospital was gonna become a one way only road. So now you can't turn right or left there! https://www.google.com/maps/@53.4654863 ... 6656?hl=en
