There's a video of that crossing in action on YouTube, I'll see if I can find it. The bells were GS Type-1s. Also, I see CSX has installed LEDs at that crossing.

I'm thinking that the LEDs in the frames were just caught flickering from the camera. If you look closely at the gate lights, those are active.

I've noticed UP LEDs have a brief moment where they're off between the first light going out and the second coming on while flashing, so it's possible that the camera captured the exact moment that it caught the two of the LEDs unlit.
