Nothing odd there. Those other two spurs just went out of service, and the railroad never bothered to move the signal up further. It's actually quite expensive to move the signal, so that's why many railroads just bother to leave them where they were.
OK, that makes sense. I've just never seen such a huge unused space between signals like that before (especially with all those cars parked in the middle)!

Yea, I noticed that. Not too surprised, as CN seems to do that on their cantilever signals that have incandescent lights.
