I should've referred to the school sign, i swear a few years ago the speed limit was 20 MPH, unless it varies in other states.

Yea, it varies by state, municipality, normal speed limit of the road, etc.

I'm guessing either to let emergency vehicles know that the traffic light has detected them (as some are set-up to do that) or to show that the crossing has gone into a preempt mode (due to the crossing right there).

This is certainly a very unusual pedestrian signal, considering half of it is redundant!
