Looks to be a variant of the standard M6-4 arrow with an extra bar attached to the bottom for some reason. Probably has the same meaning as an M6-4.

Unless the signals get replaced, we probably don't have to worry about the white borders going away as this is a private crossing.

They could just be incorrectly programmed...
They used to be standard RYG signals that were in flash cycle:

Wouldn't be surprised if the controller for the old signals was re-used, but never had the programming updated.
