In Worlds Wildest Police Videos at the 4:00 mark you can see the suspect being pursued that forces his way through railroad crossing gates but failed to tear them off (probably because he hit it with the roof and how small his car is)

I remember watching that on TV. There's a few episodes of that show that show crossing signals (and sometimes trains), and I believe that mechanical bell heard is just a stock sound effect as I've heard it before in a video they showed from a helicopter when a suspect tried came upon a crossing with a train going through it.
