I've always wondered if these signals are given an exception to the law because of their history and their significance.

It's quite obvious the town doesn't have much money (with all of the incandescent signals and non-functional peds), but looking around the area, this is absolutely unacceptable: :TDOWN:

Not only that, but the pedestrian signals have been non-functional for as far back as StreetView goes! :Eeeeek:

I remember before LED's became popular... Don't Walk lights were more burned out more than they weren't. It seemed like maintainer's just didn't put them high up on their priority list.

So, how many more times is the city of Tampa going to replace this pair of signals?

In 2011, we see that it's a pair of Peek signals...

Then by 2015, there are now a pair of McCain signals in its place!

But wait, there's more!

By now, it appears that the signal on the left there got replaced with a used McCain signal, and the one on the right is a Frankensignal consisting of a McCain beacon sandwiched between two Peek beacons!

I think the answer might depend on how many times that signal has been hit. In a very vulnerable place with no protection at all.
