Does seem a bit odd, especially since that is not a large city and you would think traffic is not crazy. But here in 2015 the traffic lights on the cantilever are red, and so are the lights on the intersection ahead.
Plus, in the 2016 shots if you "drive" down the road you can see the cantilever's traffic light change a little bit before the intersection's lights do.
In this shot below, the white SUV is clearly not across the tracks yet... and the traffic lights are red on the cantilever. If you keep going, he just keeps proceeding across the tracks. How often do you think that happens?
