How odd. Reminds me of some light-rail crossings in the northeast. Do have to wonder how those work though...

Found an old wishbone gate in Charter Township, Michigan. The gate on the opposite side of the crossing has been replaced but for some reason, this wishbone remains. In this shot, the mech holding the newer style gate appears to be malfunctioning:

Actually, I think the gate is positioned like that so it doesn't hit the overhead power poles.

That's exactly the reason why it isn't all the way up. It would be bad if the gate were to strike the power lines. Here's a few crossings on the site like that which have gates not all the way up to avoid hitting power lines:

This crossing in my hometown is like this, however it's days are numbered as they are pushing to put in an underpass here:

I've always wondered it this causes extra wear on the gate motor... having to hold the gates in that position?
