This crossing in the Netherlands still retains the lower-toned mechanical bells!

They could move it to the left a bit. It looks a bit awkward and that isn't just because of where the lights are on the signal.

This is just a guess, but that business is an auto repair shop, looks like it has been for a long time. So... there are cars parked in the area in front of the signal periodically. They mounted the lights high for clearance issues related to that?

I don't really think it could be moved any further towards the road or it would be prone to getting clipped by turning cars.

Like what was said last week about dating how old signal installs are, it's impossible to tell for sure unless we have photos of that crossing right there that are as old as the install itself.
