That's a Safetran Hybrid bell. Nice 90s Conrail install though!

While Watco has done some aggressive signal upgrading since taking over the Wisconsin and Southern system at the start of 2012, eliminating most of the ex-Milwaukee Road mini bells that existed when I first took up railfanning/signal fanning c. 2006-'07, this one on Center Street in Black Earth was still going strong 10 years ago OTD (scene starts at 8:05)...



...and remains so as of this year (scene at 8:51)!
