Not sure how much use that yard gets anymore. In the 2016 imagery, the yard is pretty much completely empty and starting to get overgrown. In the 2015 imagery, the yard only has a few empty intermodal cars in it and a pile of some kind that appears to be on one of the tracks:

In prior imagery, the yard is very full and quite obviously used. And yes, it does appear that the remains of that one signal were once a signal that protected the crossing.

I think those are just an older design than the ones we typically see.
