Every now and then you do but generally speaking, you're right. Maybe in the future that won't be the case, hopefully.

CSX EMD SD40-2 (Correct me if i'm wrong) sitting in a siding just in front of the S Hughey Ave railroad crossing in Orlando, Florida. Speaking of which, the railroad crossing i looked at on the FRA doesn't have CSX listed as a railroad that goes through this crossing, is that true?

Fun fact: This was just prior to the SunRail platform construction.

Sometimes railroads use locomotives from other railroad, but they keep the paint scheme of the previous railroad. Sometimes the FRA isn't accurate on that, a couple of times they've even listed railroads that don't even exist anymore as using a crossing.
