I just found out while going back through time on Streetview that this classic signal use to exist here! Almost looks to be neon?

Yep that's definitely a classic neon pedestrian signal there. I wanna say it's a Winkomatic signal, too.

Yep. That's a neon Winkomatic signal. I believe Roanoke, VA also used to have a bunch of Crouse-hinds Type-M pedestrian signals.

These are actually near an apartment my dad stayed at for a while when he got temporarily transferred to DC, so I probably saw these in person when I was younger! I'll have to see about stopping by them on my way up to New Jersey if I can get up there this summer. Also, there used to be a doghouse signal at this intersection in the past, which are rare in DC:

Interesting, I never knew that doghouses were rare in DC.
By the way, it appears that gray is the standard signal color in DC, and not black.
This is where the doghouse posted by David was. It was replaced by a standard Durasig head, which is not painted black at all but looked fairly new based on how reflective it was:

Ah yes, the good-old "dancing man" indication. They did that as a trial run for the MUTCD (it didn't get adopted), and it was done to remind pedestrians to be on the look-out for any turning cars.
Also, some foreign countries will have the walk indication flash for the clearance phase, rather than the don't walk indication.
