Not RR related, but this looks kind of odd to me too. I've never seen 2 connected together like that.

What makes it more weird is that this bell used to be a Safetran Mechanical Bell.

And then they replace it with a General Signals Type 2 electronic bell! I thought this crossing is defunct?

It isn't defunct. Those exempt signs just means that vehicles like buses are exempt from stopping at the crossing.
