A weather-head for the power line going into the relay cabinet.

Looks like they are WABCO 8 inch lights with 160° lenses from Kopp Glass in them.

Is that a new type of crossing? A friend of mine from Lincolnshire filmed a crossing that had been upgraded to an MCB-OC, before it was upgraded I think a worker would open the barriers for cars. What is interesting about MCB-OCs is that the signals activate just to warn motorists of the barriers closing and not for an oncoming train.
No, They're not new, they've been hanging around since the 1990's IIRC.

This crossing was upgraded as the original equipment here were getting too old. One of the lights were in very poor condition. The old "PRESS TO CROSS" signs were reused.

Here is one on a narrow road near the A13, this gets used by a farmer.

That's true. I think I may have actually posted this crossing (in the current form) a few years ago in this thread though. Certainly a weird one. Wonder if they had problems with people ducking under the gates when they were down?
