That is kind of unusual. Maybe the spur recently became owned by CSX and the previous railroad installed the crossing equipment?
Actually, I think CSX may have very briefly experimented with WCH e-bells. And then there's this one that also had a WCH e-bell, but it was replaced by a Safetran mechanical bell:

Though all of them were installed at different times. The all-WCH install ones were from the early 2000s, it appears. The ones ZachL posted appear to be from around 2010, and the ones in Calera were installed in the past few years.

That train looks pretty far from the crossing, they probably go pretty fast through that crossing. That is a pretty cool miniature railway!
