Yea, it appears that it got an LED upgrade between 2009 and 2011. Most of the crossings in the UK are LED now, with halogen ones being very hard to find.

From what I understand, yes. The earlier lights might've used incandescent bulbs though.

I've ran across that a time or two... especially on a busier road with a 4 way stop.

Those probably exist for visibility reasons, and maybe because they're accident-prone areas as well.

I've seen that done here in Huntsville (and I think in a few other places here in Alabama) some times. It's usually done for visibility, while saving money on the number of poles needed for the signs. Here's a few examples:
