Looks like the crossing might have activated while the driver was crossing. That short traffic signal at the crossing is pretty interesting.

No, one of the signals were a Griswold/Safetran EB signal.

Why replace what is broken? The other side probably had an EM signal at one point that was knocked over and the other two were added to be up to quiet zone standards.

Back when those signals were installed it wasn't. It's also still it's own railroad company, but doesn't have any locomotives, IIRC.
