I'm thinking with the design of those older cantilevers, those huge 12 x 24 frames would not fit. That was their work-around. There is a cross brace angling across if you look in this image:

In addition, since the gates are mounted directly to the cantilever, this will help keep the gate from hitting the lights.

Actually that is a very old signal. There are quite a few of those still in service in the northeast I believe. They were designed that way originally due to the wishbone gates I believe.

Pedestrian gates. There is just no sidewalk for them to walk on.

Plenty of examples of 12" x 24" lights being mounted to that design of cantilever without the extra drop-bar.

Thank for the clarification Andy. It was an (un)educated guess at best. So I think Brick was right about the maintainers being on drugs then.

All these crossings, signals, are completely animated, and make up a completely synthetic world.
Not your typical camera google uses, but a rotating beam to construct a 3D grid environment, a technology known as "Sage Radar"
Google Earth reveals this more.
