Yep, as it is passive. :TUP2:

Although you would think they'd put the stop signs closer to the crossing, kind of defeats the purpose of having stop signs there.

Not everyday you see Vader signals on an out of service line, looks like it went out of service quite recently as the tracks don't look that rusted. Seems like that is kind of a common theme with numerous Canadian related posts here along with observations I've made while browsing Google Streetview. :Confused:

Another thought could be that the signals were brand spankin' new and just not fully operational as well.

Yep. Follow the line further East. Lots of signal upgrades during the 2014-2015 time frame to gated signals at crossings and the Vaders. Seems it takes that railroad a long time to completely finish the installs as well.
Case in point - This crossing appears to have taken about a year to complete.
